Should APA Have Campaign Guidelines?

APA members favoring some system of campaign guidelines believe that guidelines

• keep expenditures and time down so that candidates cannot "buy" an election with their subsidized money and time

• hold campaigning to a level consistent with APA’s proper professional image

• protect members from unwelcome bids for support

• minimize the intrusive and burdensome amount of campaign materials that members receive

APA members opposing any system of campaign guidelines believe that guidelines

• keep the election process from being maximally democratic

• lower voter interest and, therefore, voter participation

• lessen a candidate's chances of winning

• are ineffective and largely unenforceable
